Common Saychel: Deregulation of the Texas energy market was indeed bipartisan but Republican-led PUCT consistently blocked efforts to require ERCOT wholesale suppliers to adopt the same NERC reliability standards (including winterization) applicable to other regional power markets which also have a separate capacity (mw) markets under which a generator must meet minimum standards to be paid and included frequent inspections for compliance. Also, the PUCT doesn’t have any jurisdiction over gas suppliers and pipelines which are regulated by the Texas Railroad Commission, creating a separate and uniquely Texas regulatory gap. Both the PUCT and RR Commission have been under Republican leadership for nearly two decades.i
