I believe for public purposes that do not have lasting consequences, when you see someone behaving like a kosher Jew, you don’t have to inquire further. We check out a new kohen in shul not because we are concerned that he’ll read a wrong part of the Torah but because we don’t want people to conclude that he is a kohen if he is not.
