Are you suggesting that there should be an ongoing process to “filter out” those kollel yungerleit who are going through the motions of shteiging but fail to demonstrate certain minimum levels of achievement and progress (perhaps through some type of exams). Those who fail to progress would see their subsidies reduced/eliminated and counseled to go out and find a parnassah.
