What is this dichotomy between modern and yeshivish? You are denying first group serious learning, or making it unaffordable and inappropriate by pushing them into expensive private schools, and you are denying second group a possibility of leading normal life earning relatively easy living. Any big school had 2 or more levels for some subjects, there is no reason some levels are college track and others are not, some are kollel track, and others are not. Kids should not be confused that some are going to be rabbis and some lawyers, and some both.
