It matters where the comma is placed. גם נח מקטני אמונה היה מאמין, ואינו מאמין שיבא המבול. In this case Noach had trust in the low believers that they will do teshuva and therefore did not believe that the flood will come. This idea we find on ויגברו המים that the rain came originally lightly and then it increased.
