Please be careful to separate “President” and “White House”. It is entirely possible to have “White Hose input” without the President being aware. This was documented that during dramatic BBBBB negotiations last year, there was some Friday-to-Monday flare-up when Manchin refused to previously agreed something and was met with an inflexible “White House” position. Somewhere Monday afternoon (?), the President became available again and expressed his (different) opinion.
