To always asks: it sounds like you are proposing something I have been proposing for years, i.e., frum Jews enrolling in public schools for secular education, and teaching Torah in separate schools. It is plausible in NYC public schools because of of laws that allow “pullouts” of kids for religious training, and because dumping all yeshiva kids in public schools would overwhelm the public schools.
