The law REQUIRES that anyone showing up at a port of entry or who is already in the US who isn’t already a US citizen who asks for asylum AUTOMATICALLY gets a visa. The only exceptions are that you have to apply within a year or your arrival and not have entered from Canada. Vetting is actually illegal under current law. But in fact these asylum applicants rarely commit crimes, unlike 34x convicted felon Trump and all his cronies whom he pardoned, such as Michael Flynn, the illegal unregistered foreign agent for Erdoğan. They know that committing a felony gets you deported.
The Lankford bill would have put limits on this and solved most of the problems but Trump knew that if the border crisis got addressed he would no longer be able to foment hatred and blood libels against migrants, so he ordered the Republicans to kill their own plan.
