If you are not looking to install any aplications with hebrtew charachter support, but simply want to view a web page that displays hebrew charachters, using your Internet Explorer toolbar (not sure how to implement in other browsers) follow this path:
Click on:
View
(then)Encoding
(then)More
(then) Hebrew (windows) – make sure this is checked.
