I think the larger problem is that there is a need to “hang out”. Hanging out implies, nothing else to do. We should find things for these teens to do. I dont claim to have the answer (or any answer, for that matter), but I dont think it would be a bad idea to understand why there is a need to “hang out” to begin with.
