Yeshiva Chofetz Chaim also sends their talmidim to start Yehsivos, Kollels, and Shuls in “out-of-town” communities and they Baruch Hashem do a great job. Their goal is “Harbatzas Torah” and they usually will not leave the community without the guidance of their Rebbeim who will usually tell them to stay put until they first find an equal replacement.
