I think that skila is the most “public” type of misa give by beis din and that one of the reasons for it is “v’kol yisrael yishmi’u v’yira’u”. I don’t have time now to check if the Torah ever uses that lashon by any misa other than skila. The fact that he is being put to death is a chesed for him; the way that it is done is as a warning for others.
