Ok, so you need a facility that can easily handle hundreds for a smaller Yeshiva, thousands for an established bigger Yeshiva. Need the ability to have a complete A/V solution that will not conk out in the middle. You need parking facility for all the attendees. Keep in mind that there will be some high profile guests, who you need to impress at some level (venue, number of attendees, quality of food served etc.). With every investment the committee expects a return. They need to choose those with the greatest returns based on the resources on hand. This is just off the top of my head and I never arranged one of these dinners.
