I did ask that once, and was told that it can be included in maaser, IF our reason for shopping by the Jew was specifically to give him the parnassah (as opposed to going to his store because it was closer by and we didn’t feel like driving for another fifteen minutes to the cheaper non-Jewish-owned place).
