Rules are generalizations so yes in general a 23 year old boy would be more mature than a 20 year old. However, age is just a number and there are many 20 year olds who have a lot of life experience due to family conditions, or having to fend for themselves that make them as mature or more mature than many 23 year olds. So again it all depends on which bochur you are discussing.
