Only police can pull a license plate name. And they only do so if there was a crime and a police report filed. And even then they do not give than info to any private individuals.
In any event, if popa breaks a few of Homeowner’s windows because he had him towed, a) Homeowner has no proof popa did it b) popa’s car was gone before the windows were broken, so Homeowner wouldn’t even know popa’s license plate number.
