You were incorrect when you were “confident” that I am not a homeowner. You are probably incorrect when you “suspect” that your sidewalk is cleaner than mine.

You are also incorrect about real estate taxes going up on January 1. NYC has a fiscal year and taxes are established for years that run from July 1 through June 30. So any rate increases take effect July 1, even if they are applied (retroactively) at a later date.
