I once saw in a sefer (sorry cant recall where) that a rainbow when we have rain and sunshine is a natural accorence, only a unnatural rainbow means that a mabil was suppose to come. Having said that there is no question that a natural desaster is cause for tshuvah, as Chaza”l said “lo nivreu raamim uvrakos aloo lefasheit akmimiyos shebalev”.
