Firstly i applaud you for your bravery in addressing this very sensitive issue, and for the pain you have suffered i am truly sorry no one should have to endure all that you have, i agree wholeheartedly that people with mental disorders should be treated and that is much more important than what the neighbors will say. Mental disease is just that a disease one which the patient has no control over its something your born with,may your pain and that of your entire family cease.
