The lashon of the rambam (and the gemara he’s quoting) seems to be that the issur is for Jews to appoint any of the people on the list to a Jewish office. Here we’re missing both.
The only reason I’ve never voted for a woman is because there were none I wanted to vote for since I was old enough to vote. (I did vote for a woman if you count McCain Palin.)
