Bochrim is the respecful term used for young, unmarried men. Doesn’t turn them into Tzaddikim. They are some foolish, selfish Bochrim who put themselves and others into major danger by acting very irresponsibly.
They obviously have problems in their life and are missing lots of Sechel. I too, don’t understand why they weren’t locked up.
