When the Halacha says that the Gov./ Kingdom can mete out Justice was this only (probably) a Jewish Kingdom? This is the problem with Mesira -they don’t have jurisdiction over the Yid and therfore they can’t kill him. Mesira is only Mutter in very few cases.
