This is incorrect.
Hashem did it. Everything that happens in the world is done by Hashem. Not allowed. Hashem controls every aspect of every thing that happens to us.
The fact that we act of free will is relevant only to ourselves, not to the people we impact. It is completely wrong to say that things happen because people decide to do them, or because Hashem allows them. That would mean that Hashem does not decide what will happen to us.
