The designers of the QWERTY keyboard gave two reasond for their design. To the public they said that they distributed the popular letters across the keyboard to enable typists to quickly transition between keys. To the manufacturers they said that the distributed the letters so the keys wont jam.
The Dvorak keyboard is more efficient than a QWERTY keyboard but the public was already accustomed to QWERTY keyboards.
