When I gave my explanation about the English/Hebrew bilingual schools, I was not endorsing it, just explaining it. There are many parents who cannot (or around here, will not) pay tuition and IMHO, this is better than absolutely nothing at all. At least they are with other Jewish kids all day at school – in the classroom, at least. Many lifelong friendships are formed during the elementary school days, so it would be interesting to see the statistics in several years to find out what the children educated in these schools have achieved.
