Negiyah per se, is not a yehareig v’al yaavor aveirah. GILUY ARAYOS is. They are not the same thing, though in many minds they have come to be equated as being equivalent acts. Negiyah could LEAD to arayos, and therein lies the problem. But it also is dangerous hyperbole to say that the one is as big an aveira as the other.
