They dont. It should be done only when sufficient evidence of a problem in the community arises. Take internet for example. You could surf all day and find nothing objectionable, but enough marriages and lives have gone down the tubes for rabbonim to assur internet without a filter in certain communities. And even then only with the guidance of rabbonim. This case, I think was done with little forethought, and, as such, I agree with you.
