Why do most of us celebrate Shabbos Nachamu? In essence, it Halachically is a regular Shabbos, and if anything during the 9 days, in 70c.e. at least we still had a Bais haMikdosh whereas by 11-16th of Ov of 70c.e. we had no more Bais haMikdosh.
