Zahavasdad: No, but it does teach us something. The Gemara (Medrash) says that all Tzaros come to the world because of Yisrael. Although maybe you can be Mechalek between a Tzara that is Talui on another person’s Bechirah Chofshis and a Tzara which is completely Bidei Shamayim.
