Technically, one can have good odds with the tzedakah still making money. The scenario would be, an individual buys a high volume of tickets for a cheaper price, with the rest of the ticket holders buying single tickets at a higher price. The value of the return of each ticket may be lower than the individual ticket price but higher than the price paid for each ticket when bought in bulk.
