Point #3 will not hold water. They may well have a policy not to offer care and to call 911, but then she was supposed to follow the dispatcher’s instructions. Her refusal to do so, her refusal to ask someone else, and her admissions she has medical training and she is well aware what her decisions is going to cause (very naive, because she now can’t even claim she was feeling bad, was in confusion, was in shock) might be going to give her a few headaches. She is not criminally liable (this might even lead to a legislation change) but she might get other sort of troubles. I think this person, who does not seem the sharpest tool in the box, might follow the “advice” of the managers who are scapegoating her, and try to suggest there was some sort DNR in place, but (1) law does not admit “implicit DNR” and (2) she did not say a word to the EMS about it.
