ROB: How wrong you are. The Shulchan Aruch had to need to Asser listening to music during Sefirah because he already said it was Assur all year-round. The Poskim only began discussing the Issur of listening to music during Sefirah recently because it was only recently (relatively) that people began to ignore the year-round Issur on music.
