Talking on a cell phone in the street is one thing, yelling down the phone for all and sundry to hear is another. It’s all relative to the teen/person in question, where they are when talking and what it’s all about.
To merely screech gossip at the top of one’s voice is not be acceptable for anyone, even teens! but to chat these days is more or less acceptable
