Pants are a lot more labor-intensive than robes, and are generally common more in cooler climates than warm ones, where “breezy” and loose clothing was probably preferred over tight clothing. Look at traditional clothing in different parts of the world and there is a pattern. It’s not until recent globalization that everyone started to wear the same types of clothes, regardless of locale and climate.
