In feldheim’s translation of מאמר הגאולה from the רמח״ל quotes the מלבים (in a letter to Rav Tzvi Hirsh Kalischer) that the Jews will gain permission from the great leaders of the world to have ארץ ישראל then they will settle there , then Moshiach will come
