A lot of times those pages are started by well meaning friends and relatives and when the couple does not want them up people either do not comment or they ask that the pics be taken down or changed.
You can set up a page for anyone and it is taken down only if someone complains. I was a victim of a prank pulled by a gang of stalkers I had been trying to bust and a friend saw it and reported it – only way I knew was when my friend told me about it. I then asked that my name be banned from OS until further notice and they complied.
I also tried a Purim prank a couple of days before Purim 5767 by posting the infamous pic of the new Homon Mad Mahmoud hugging his kallah M.A.F. as a chassune between the chosson from Teheran and the kallah from Vienna. It was promptly taken down :(.
