Organizations don’t like to give receipts for sweepstakes because they need to state on the receipt what the value of those “goods or services” are.
The fact that it is possible to get a sweepstakes entry without a donation has no effect on an instance where that charity gave a sweepstakes entry in exchange for a donation.
