Kasher’s claims on this have been thoroughly refuted due to his forgeries regarding the alleged signatories and wording etc., I again refer you to R. Zvi Weinman’s excellent work “Mikatowitz ad Hei B’Iyar” for all the detailed answers you seek. Thus far, outside R. Kasher’s claims, you’ve presented no evidence of specifically which rabbi allegedly signed what statement.
