Minhag is when it is a completely new idea. Mesora is the Psak on an issue, the waay it is done. Minhag is not to be taken lightly, either. When there are multiple Minhagim things are easier but when you change from a Minhag of the whole Klal you are being Poresh Min Hatzibur, which Chazal did not have nice things to say about, and is the beginning of a steep downward journey.
