Why are you assuming that it means assur? If the Shulchan Aruch wanted to say that it’s assur he had the vocabulary to do so. E.g. ???? ???? to refer to the father or ???? ????? to refer to the woman herself. In fact, I don’t know of any other place in Shulchan Aruch where he uses the lashon of ??? ??”?.
