Special Ed does not nessasarily require instruction in the students language. In fact its almost impossible to do so in any language except English or Spanish as there are very few qualified special ed teachers in other languages It does not require culture either as there are plenty of cultures in the NYC area and its impossible for qualified teachers to know them all
