In Baltimore here, almost everyone puts chairs out..In my opinion, if you spend hours of backbreaking work digging out you have a right to put a chair there..at least for a few days or so.
When I moved to Baltimore from NY I never knew of that concept,however in NY people would prob just move your chair and take the spot, and I dont blame them since parking is hard to find in NY
