Akuperma, actually according to demographic projections the religious public is going to be the majority in a few decades. As for ruling the Moslems, Rav Kahane, who was a Zionist, wanted to pay them to leave. Another possibility is simply getting them to believe that they cannot win. They will then submit to what they see as their fate. Thus, Moslems in Israel, including Judea and Samaria, were quiet until they started to think that they had a chance.
