you have to balance between at what point more laws become useless

Take the speed limit for example

Every time you lower the speed limit, more people will break it, When you hit the speed limit a 1 MPH everyone will break the law of course if you increase the limit at some point it because unsafe, yes you have less lawbreakers but the danger is more.
