the government could force stores to be closed on Shabbos (It can fine the store) , The , however it cannot stop driving (Because you dont know who is driving the car) nor can it stop people from eating Non-Kosher
Nor can the government stop Toeva, It cannot go into peoples bedrooms
The government COULD make pedestrian zones on Shabbos (Banning cars from some streets) It COULD fine stores for being open on Shabbos (It would have to fine all stores including non-jewish ones)
