Alot of people who do not want to get married Halchically or cant marry halachically go to Cyprus or sometimes the Czech republic. It seems this cannot be easily banned either as Israel signed some international treaties allowing its marriages to be recongized in other countries so they have to recognize marriages performed in other countries even if they are against halacha
