If not, why are the R”T wearers wearing it? If yes, why are the Rashi-only wearers not wearing both? “
A female neighbor of mine one told me that one reason that women don’t wear tefillin is because it’s too big of a risk if not done correctly. In fact, that’s why men only wear tefillin for 45 minutes and not all day.
That concept may be applied to wearing R”T. Better to do the minimum correctly and not mess up, rather than going for too much and messing up.
