Or, perhaps, the OP wishes these women would minimally cover their knees and elbows at all times. Something itself not a given even among the frum.

What the OP wants is irrelevant. Once the priciple is decided, the strongest (or those willing to fight) will make their own rules (just like what is happening in RBS now).
