It works both ways- basically if someone has been dating in one place for awhile, and has seemed to have run out of options, they will try a new place where there are new connections and new people to meet. That is true whether they live in Israel or outside of Israel.
Maybe you have only heard/read of those that go to Israel because it is more dramatic and inspiring.
