They may need access to free doggie poop bags and a trashcan. Even then they may not change their behavior without consequences.
Some people in my neighborhood also don’t clean up after their dogs. My neighbors without dogs are suspicious of everyone with a dog. Kinda bothersome because I also don’t like stepping in dog poop. Goshness.
